What the committee does

The Budget Committee is a subcommittee of the library's seven-member Board of Trustees. It reviews and recommends levy and spending plans. It does not cast the binding vote.

Based on last year's timeline, the full board is expected to vote on the levy and appropriation resolutions at its September regular meeting, though the 2026 date has not been posted.

Last year's pattern

At the equivalent Aug. 25, 2025, Budget Committee meeting, trustees Karen Volk, Kay Fillingham and Andrew Savikas reviewed the 2025 corporate levy "taking into consideration anticipated cost increases," according to committee minutes. That budget included a separate .02 building and maintenance levy for building upkeep and zero to 3% performance-based raises for staff.

The full board then unanimously approved the 2025 tax levy and FY2026 operating appropriation on Sept. 15, 2025, by roll call vote.

Spending context

The board has already approved two significant expenditures this summer: a $670,000 third-floor refresh project, plus a 10% contingency, with Shales McNutt Construction Management, and a $31,000 executive director search through Bradbury Miller and Associates. Both were approved unanimously on July 20. Whether those costs appear in the FY2027 operating fund or are handled separately has not been disclosed.

The board also unanimously approved submitting its .02 building maintenance levy documents to the Village of Glen Ellyn on June 15, continuing a practice included in recent annual levy packages.
