Glen Ellyn residents on Anthony Street and Pleasant Avenue will wait at least another year for road and utility work originally planned for 2026.

The village announced Oct. 30 that construction on Anthony Street between Western Avenue and Main Street, and on Pleasant Avenue between Anthony Street and Cottage Avenue, has been deferred to 2027. The project team cited limited availability of underground subcontractors and slower-than-expected progress on other streets, according to a letter from Steve Warner, a civil engineer in Glen Ellyn's Public Works Department.

Those delays pushed the Anthony and Pleasant work to the tail end of the 2026 schedule. Village staff decided against starting so late in the construction season, the letter stated, because of the risk of weather problems or not finishing paving before asphalt plants close for the year.

The trouble had been building for months. A village engineering report dated Sept. 3 noted that no work had been done on Anthony Street because of slower-than-anticipated utility progress on nearby Cottage Avenue. Staff was already weighing a possible deferral at that point.

The original construction schedule, laid out at a March 19 public meeting, had underground work on Anthony Street starting as early as April 9 with substantial completion by Sept. 4. By June 1, a village construction notice had already pushed Anthony's utility work to a September start.

The 2027 project will include a partial re-design of the Anthony and Pleasant work to avoid challenges experienced on Cottage Avenue, according to Warner's letter. The village did not detail what those challenges were.

The broader 2026 project, handled by contractor A Lamp Concrete Contractors under a contract valued at about $8 million, covers roughly 4.6 miles of village streets. Not all streets were affected by the delay. A separate village notice dated Oct. 30 announced that final surface paving on Anthony Street between Main Street and Park Boulevard, along with sections of Cottage Avenue and Forest Avenue, was scheduled for Nov. 2.

The deferred work will be re-bid as part of the 2027 Utility and Roadway Improvements project. The village plans to put the project out for bids this winter, award a contract in early 2027 and begin construction on select streets as soon as weather allows, around March 2027. The exact schedule for Anthony Street will be shared once confirmed with the winning contractor.

The village said it will distribute construction notices and hold a public information meeting in early 2027 for interested residents. Warner can be reached at 630-547-5512 or [email protected].
